The development of information science has become the common focus of domestic and foreign researchers. In order to learn about the development of information science at home and abroad,we collected 4725 records from ISI Web of Knowledge, and 8052 records from CNKI during 2010-2015.We analyzed the developing trend of information science at home and abroad by using the visualization software of CiteSpace. Three aspects were studied in particular by means of bibliometrics and visualization analysis, namely,, influential authors, high frequency keywords, and PageRank algorithm. Finally, we made a comparative analysis of the research content to identify the differences in information science studies between home and abroad.

Against the backdrop of innovation 2.0, the Internet Plus strategy provides a prospect of industry integration by means of technologies involving the Internet, Internet of things, cloud computing,big data and mobile services. Likewise, the integration of library service with other social institutions could further imbed library into social life and create new formats of cultural industry. Based on the practices of overseas libraries on “Library+”, the paper analyzes and discusses the future of public library in this trend,as well as issues worthy of attention in the process.

The latest Rules and Regulations on Libraries in Institutions of Higher Education emphasizes that the academic library should establish a wholesome system. Perfecting rules and regulations system is an important step to implement the new procedures, and to improve the level of academic library management.This paper introduces the new and old regulations and studies the respective content dealing with elements,as well as their evolvement. It discusses how the new regulations could instill vitality into academic library and its mechanism. According to the new regulations and the characteristics of the current academic library,it also puts forward some suggestion to speed up the construction process.

By giving a literature review of foreign laws, policies, plans and research reports related to reading, this paper extracts the valuable and shared characteristics of laws and policies, analyzes the features of overseas legislation on reading by taking into account the local reading culture and social background.Its conclusions include attaching importance to children’s and teenagers’ reading, integrating all social forces to promote reading, protecting the construction of public cultural facilities and resources such as library, improving people’s reading ability and cultivating reading literacy, making plans combined with legislation, and creating reading festivals and reading foundation. Legislative experience as such will be of reference value to our national and local legislative work of promoting reading.

This article analyses the conception of reading promoter, and discusses its definitions in wide and narrow sense. It introduces the history, methods and characteristics of internal and international reading promoters’ training, and makes emphasis on the experience and new ideas of reading promoters’ training by Library Society of China. “Internet+”action plan is put forward, pointed out the direction of the transformation of society in various fields development for our country, public libraries also ushered in the unprecedented development opportunity.This paper reviewed the research progress of “Internet + public library”, and through to the public library in the “internet + service” “internet + forecast” “internet + governance”three levels of typical cases discussion, put forward the reshape thinking, training talents, crossborder fusion, the top-level design of the strategy of the transformation development of the public library.

Based on the features of New Literature books in the period of R.O.C, which are rich in historical information, and aiming for sufficient descriptions in cataloging, this article presents the need of detailed cataloging of New Literature books. First, it is recommend to describe the binding and cover
designers, title signers, preface writers, copyrights and other bibliographic information. Other descriptions include information on ground books, autographed copies, and pirated books. Last but not the least, the levels of defect and repair should also be recorded.

Commercial OPAC suffers from two inherent limits: limited access to source codes and longer product development cycle, which conflicts with the expectation of OPAC being personalized and dynamic.It has thus becomes popular practices of library to expand OPAC functions by means of diversifying
retrieving methods, providing supplementary tools for retrieval, and optimizing information disclosure,offering assistance to retrieval, integrating electronic resources and imbedding resource referral system.Rich Internet Applications (RIA) is, therefore, the characteristic technology adopted to realize the function
expansion. And before the new system takes shape to replace OPAC, function development will remain to be the effective way to improve readers’ retrieval experience.

Through the analysis and study on the construction and development of marine information at home and abroad, the authors put forward the ideas and methods of the construction of open ocean information knowledge datebase system based on the theory of subject knowledge datebase. By studing
the key technology of marine thesaurus construction, grab information tracking, data analysis of the whole sequence, resource management and so on, in order to achieve the sharing and service of marine information resources, provide basic research support and public information service function for the marine economy research plan and scientific and technological innovation.

Digital video is an important part of public cultural digital resources integration, but the unified video metadata standard across different public cultural service institutions is yet to be formed, resulting in difficulties in the integration. An effective way to solve this problem is metadata mapping. The mapping method is to establish one-way mapping relation between the national library of video resource metadata and other metadata, and then to transform metadata by means of XSLT.

In 2010, RFID was introduced to our new campus library for self-service lending/return.After 2 years’ use, however, the practice was stopped due to technical defects. Likewise, RFID technology,well received years ago by library, is now being favored or dismissed by libraries. The paper reviews the characteristics and current status of the technology, as well as identifying the problem we faced while using it, to provide reference for readers.

American Hawaii State Public Library System (HSPLS) is ranked the 70th in the “ Top 100 US Libraries”. The paper introduces HSPLS development status and characteristics of the system from the perspectives of the needs and services. Its service is not limited to traditional library service, and it cooperates with other information organizations such as government, business organizations, educational system, to build important public space of free information for community.

VinaREN(Vietnam Research and Education Network) is a representative regional library consortium in Vietnam. Its members are not restricted by different systems or disciplines. The article introduces the developing course and the present situation of library consortia in Vietnam, generalizes the experiences and insufficiencies of VinaREN, which will be of reference value for Chinese regional library consortium, in terms of policy and finance, infrastructural facilities, network platform, and resources development.

Based on analysis of definition of data literacy, a survey was conducted among science focus group to investigate principal components of data literacy, and came up with a comprehensive function for evaluation eventually. In the end of the paper, the authors presented their suggestion for data literacy
development by university library.

In fact, Zang Rongxu’s Jinshu Li Chong Zhuan records Jin Yuandi Si Bu Shu Mu Five Jing in Jiabu, Five Jing when referring to Yi, Shu, Shi, Li, Chunqiu, therefore, Delete Yuelei from Jingbu should be started with Li Chong.

Li Qixian is the most famous writer of Chinese poems during the period of Gaoli in Korea.He is known as “the Master of Poetry”. His collected works, including four volumes of poems, one volume of lyrics, six volumes of articles, named Yizhai Luangao plays an important role in the literature exchange
between Chinese and Korea. This paper shows the expedition and investigation of most editions of Yizhai Luangao in both Korea and China, focus on the origin and dissemination of the collected works.
