Research on the Value Realization Model of Government Data in China from the Perspective of Government Enterprise Cooperation

As an effective way to realize the value of government data, government-enterprise cooperation is widely practiced around the world. This method not only can effectively increase the breadth and depth of government data, but also improve the efficiency of value realization. At present, China has rich experience in government-enterprise cooperation, but still has a gap with the international level. It is urgent to provide theoretical and practical support for relevant research. Based on the research on the practices of government-enterprise cooperation in realizing the value of government data in China, with reference to the mature model of government-enterprise cooperation in the field of public infrastructure construction, according to different investment modes, different application scenarios and different cooperation processes, this paper categorizes the typical models in China and puts forward the application path of the models on the basis of comparison. This paper categorizes the government-enterprise cooperation models into five types: BOT, BPO, BT, PFI and JV. Through comparison, obvious differences among these five models are identified in terms of applicable projects, operation characteristics, operation cycles, advantages and disadvantages. The paper then proposes the application path of government-enterprise cooperation model from three aspects: model selection, model implementation and model optimization, so as to provide theoretical support and reference for government-enterprise cooperation in realizing the value of government data in China.

Analysis of Current Situation and Future Development of Research on the Supporting System of Literature Information Resource in China

In the hope of adapting to the changes in the demand for literature information resource and technology in the new era, it is necessary to reconstruct the supporting system of literature information resource, which is a key problem in the field. By reviewing previous research on the system in China, this study found the following pros and cons. On one hand, research is gradually becoming comprehensive, with research subjects covering the construction of literature information resource, the service of literature information resource, and the evaluation of the supporting system for literature information resource. On the other hand, certain flaws exist, such as the lack of analysis on the subject about the supporting system, and the incomprehensiveness of assessment on the quality of this system. Therefore, it is recommended that in the new era, the focus of research should be on the analysis of literature resource demand, the perfection of the theoretical frame, and the enhancement of managing and operating system. Besides, it is of the same significance to promote the research on the development of smart service, and to strengthen the evaluation on the supporting system of literature information resource.

Study on Vitality Index of Scientific and Technological Literature

The concept and calculation method of literature lasting vitality index (LV-index) are put forward, and a formula for calculating the LV-index of literature is presented with the help of convolutional average. The dynamic evolution of the citations on the time axis is characterized and quantitatively calculated from two dimensions of cited times and time. Document samples are selected from core collection database of Web of Science, with their LV indices computed with MatLab software. The computed result shows that our formula accords with people’s cognition, and the calculation process is simple and efficient. The LV-index focuses on the dynamic evolution of literature citation on the time axis, and is convenient for us to compare the literature on the same topic or subject and to find out the literatures with high academic value.

The reform of the supply side of public cultural services and the development of the theory of welfare pluralism give the institutional legitimacy and theoretical rationality to the participation of social organizations in reading promotion. This paper takes the “Three Plus Two Books” reading program as an example, focuses on rural reading promotion in Dayi County, Sichuan Province, and conducts case studies to explore the practical mechanism and strategy selection of social organizations’ participation in rural reading promotion from the perspective of welfare pluralism. In order to meet the needs of the masses and improve the service efficiency, social organizations have gradually developed four mechanisms of reading promotion, such as resource integration, professional services, supply and demand regulation, and institutional guarantee, which effectively “fill in” the deficiencies of the government and the market with their unique advantages. However, in the process of providing high-quality services, there are still many difficulties such as low enthusiasm for participation of the masses, lack of professional personnel, underutilized role of digitalization, and insufficient funding guarantee. Therefore, social organizations should position themselves accurately, formulate development strategies, and fully improve the effectiveness of reading promotion.

These concept books are quite different from “concept books” in the field of book design. They can effectively supplement and reinforce children’s direct sensory experiences, and help strengthen preschoolers’ knowledge of the world. Concept books could be categorized according to their topics, such as colors, alphabets, shapes, numbers and counting, sizes, and sound. In order to carry out the parent-child reading activities for preschoolers, Chinese public libraries should make good use of excellent concept books to improve parent-child communication and interaction via ritualized

An Overview of the Open Database of Special Collections of Chinese Materials in Japanese University Libraries

This paper introduces the “archive database” of special collections of Chinese materials developed by Japanese representative university libraries. It provides information for further deepening the international cooperation between Chinese and Japanese university libraries and scholars, and also provides reference for the construction of database in Chinese universities. According to the query results of “Global Chinese Distribution GIS System” in China, “National Chinese Classics Database” in Japan, and open databases of university libraries in Japan, 12 university libraries from north to south in Japan were selected for analysis. The open access database in Japanese university libraries not only protects the cultural heritage, but also expands and promotes academic research. According to the collections of different universities, we can excavate the rare Chinese historical materials collected in Japan, and carry out the research on the combination of Chinese historical materials.

Ancient Chinese Time Ontology: Refining the Time Dimension of Digital Humanities Research

In the field of digital humanities, time ontology is one of the key applications when we are building a knowledge base of ancient books in depth through the semantic web technology. In view of the fact that the ancient Chinese timing methods are complicated and changeable, this article takes “refinement” as the main idea, systematically lists the ancient Chinese time pedigree from coarse to fine in the time dimension, and combines the two perspectives of historical context and cognitive context to build the “ancient Chinese time ontology” (ACTO). ACTO covers five major modules of time system, time representation, time reference frame, annotation and transformation. Through case demonstration, technology realization and application exploration, it explores ACTO’s application framework and scene in the field of digital humanities, which is typified by the ancient books database.

The paper studies the data category and data domain boundary from the perspective of concept domain, clarifies its multi-dimensional types and attributes, and helps to classify and standardize data management, as well as clarifying the data guarantee strategies of different attributes, and specifically implementing the Measures for Scientific Data Management. Some related concepts, definitions and expressions about data and scientific data are extracted from relevant literature, sorted and interpreted according to their production process, release form, function, discipline attribute, responsibility and equity ownership, so as to form the data type and dataset attribute boundary from the perspective of data domain concept. According to the relevant provisions in the Measures for Scientific Data Management, specific data domain boundaries and management rules of different categories and attributes are put forward to provide detailed strategies for the full implementation of the Measures for Scientific Data Management. In particular, the “boundary” definition in natural science data and social science data is conducive to the collection, management and implementation of scientific research data, and also to the rational reuse and sharing of the ownership of data fields with different attributes.

Calculating Microbloggers’ Influence Based on Improved HITS Algorithm

To address the problems in the traditional method of measuring microblogger’s influence, such as the unclear user relationship and unclear time characteristics, a modified HITS algorithm is proposed based on the differences in influence from the perspectives of network structure, interaction behavior, and time. It selects the dynamic interaction intensity between users as the edge weight, revises the central value through the sigmoid function, and integrates users’ authoritative value and the central value to quantify their influence. As a result, the algorithm has increased adaptability, the results are more reasonable. It then tested the algorithm using Sina microbloggers. Compared with the traditional method of calculation, the new does improve in terms of the DCG value, precision rate, recall rate and F-score evaluation index.

A Research on the Draft of Catalogue of the Chinese Rare Books in the Gest Collection of the Princeton University Library by Wang Zhongmin

From 1945 to 1947, Wang Zhongmin was invited by Nancy Lee Swann, the curator of GSD Oriental Library of Princeton University then, to carry out the catalogue review in the library, and completed the first catalogue of rare Chinese books in the history of the library. This catalogue has not been published so far. The only manuscript of the catalogue is kept in the East Asia Library of Princeton University. For the first time, this catalogue has carried out a systematic version identification of the rare books collected by Princeton University. However, due to the limitation of conditions, Wang also made some mistakes. The style and content of the catalogue made by Wang Zhongmin had an important influence on the later cataloguing and research of rare books in the library.
