Abstract: The construction of characteristic resources has become a significant trend of library development. Among them, the collection of gray literature with the most “characteristics” has become the core business of many libraries. However, many special collections are isolated, without background information or other related literature. On one hand, it is not conducive to the readers’ accurate interpretation of the meaning of the literature; on the other hand, it hinders the users’ overall grasp of the things related to the literature. Taking the collection on “the Small Third-line Construction” in southwest Zhejiang Province as an example, this paper discusses how the library can take the initiative to participate in the process of knowledge production, supplement and integrate the information of official archives and folk literature, and construct the systematic literature in the stage of data collection in order to improve the development of characteristic library resources.
