Data mining is an important method of scientific research in the big data era. Britain’s newly revised copyright law provides copyright exceptions to data mining, stipulating the subject, the purpose, the form and the treatment of the mining results when the exception applies, which covers the complete
process of data mining in line with the requirements of “three-step test”. Chinese library community should strengthen research, and respond to the publishers’ policy trends about data mining actively, and promote the improvement of domestic legislation.

The Hague Declaration on Knowledge Discovery in the Digital Age launched on 6th May 2015 points out that policy makers should aim to provide legal clarity by ensuring that content mining is not an infringement of copyright or related rights. Content mining is the process of deriving information from machine-readable material. The Hague Declaration raises 5 principles such as intellectual property law designed to the promotion of research activity, the freedom to analyze and pursue intellectual curiosity without fear of monitoring or repercussions, licenses and contract terms that should not restrict individuals, in response to changing technology and no restriction by intellectual property law for the innovation based on facts, data and ideas. The principles of the Hague Declaration should be reconsidered in the third version of Chinese Copyright modification in order to adapt to the content mining technology in the big data era.

“Library as platform” is a concept introduced and discussed by foreign librarians recently. Thepaper introduces the concept and the related discussions in detail as well as putting forward ideas of basic elements and architecture for the platform. The paper would be helpful to guide the transformation process of libraries in this Internet era.

The platform of library catalog is very important to the transformation of a library in the Internet age. Europeana, the Digital Public Library of America and other large libraries have been implemented the platform, mainly by designing the framework of data model, publishing linked open data,developing open application program interface, deploying embedded mobile apps everywhere, and creating user collaborative communities. These approaches can be learned and adopted by the domestic libraries.

This paper analyzed the transformation of Library in the new situation and problems of library management system, such as insufficient top-level design and planning, imperfect standardization system, and insufficient depth and breadth of information. Based on the analysis, this paper put forward the basic
characteristics of the next generation of library management system: platform, extensive application of resources and services, and the integration of new technologies. Taking Chongqing University Library’s empirical case as an example, this paper analyzed the problems of the transition to next-generation services platform library management system and described the trends of its development.

Library and some cultural institutions set up the corporate governance structure and the core issue is the board of trustees system. The article introduces the corporate governance structure in China,and analyzes a series of difficulties that library will encounter in implementing the corporate governance structure, such as the positioning and authority of the corporate governance structure, the balances of power and supporting measures of rights, the role of the trustees, and the cultural factors. Finally, the article suggests that government and libraries should be cautious and need scientific policy guidance and practical implementation measures.

Establishment of corporate governance of public cultural institution is a beneficial attempt for the reform of public cultural service organizations. The purpose is to realize the goal of public service,stimulate and guide the public, government and public cultural institutions to share governance. The article takes the pilot of public cultural institutions, which carry out corporate governance construction, as the research object, explores the construction practices, current situation and problems.

Taking Wenzhou Library as an example, the paper describes some practices of corporate governance and the main features of the board. It points out some problems in, for example, the top-level design, the relevant policy, and the reform power. At this stage, efforts should be made to strengthen toplevel design, stipulate policies and establish decision-making system in order to realize the positive role of the board, and properly handle the convergence of the existing management system. It hopes to provide reference for the other pilot institutions.

From the 1950s, Virginia public libraries throughout the Commonwealth of Virginia have gradually established library board of trustees. Virginia Public Library Trustee Handbook, issued at 1999,stipulates that trustees should be constituted by citizens all over the society. As the speaker of public,board of trustees is regarded as a bridge to absorb public advice and needs, which reflects the corporate governance among interested parties. After the 4 years’ staggered terms, trustees are required to attend the annual self-evaluation so that the board of trustees can operate and run scientifically, efficiently and reasonably. There are two types of boards in Virginia, by which the overall work of public libraries can be ensured and guaranteed thoroughly.

Taking Web of Science database as the data source, the paper visually analyzes the literatures about information behavior during 2004 to 2013 through CiteSpace and Ucinet, to present the research efforts, knowledge base, core journals and authors, research focus and fronts to provide the necessary reference for information behavior research and development.

This paper applies co-citation analysis method to interdisciplinary research field and takesChinese Medicine interdisciplinary research field as a case study to reveal its knowledge sources. Taking 248 core journals in the field of medicine and health, which were included in “General Contents of Chinese Core Journal (2011ed)” as data source to construct CMSCI database, and based on Chinese Library Classification (4ed), to identify 13,259 papers as interdisciplinary literature on Chinese Medicine . It then adopts CiteSpaceⅢ to visualize the important knowledge sources and interprets their characteristics according to years of publication. This paper revels that 1) the interdisciplinary studies between pharmacy and Chinese medicine is the primary one for interdisciplinary research in the field; 2) the knowledge sources varies in different periods, but four theoretic classics on traditional Chinese medicine remain to be the essential knowledge sources and are cited frequently; 3)literatures such as the co-authored Chinese Pharmacopoeia constitute the important basis of knowledge sources; 4) scholars at home are increasing their attention to foreign counterparts from 2004 to 2012, when their intellectual updates fastened at a high speed.

Facing the prosperity of book markets and the endless publications of “female books”, the most important issue to library reading promoters is how to distinguish good from bad, to identify the shortage or harmful elements, and to avoid misleading the readers. This article discusses the issue through detailed analysis of "female books" genre and composition.

Based on the comprehensive use of expert interviews, observation method and literature investigation method to systematically collect service statistics of public libraries in Taiwan, this paper describes a series of outstanding cases in terms of buildings and equipment, resources and people, and generalizes the experiences of service innovation. In Part A of this paper, we briefly introduce the service status of public libraries in Taiwan firstly. Then, some practices in the implementation of reading environment and equipment upgrade program in Taiwan are introduced, such as the focus on transformation of the old space instead of acquiring a new building, segmentation and overall planning, the layout of the space according to ages, construction of eslite atmosphere and connotation as well as the adoption of green building standards.

By analyzing the attribution of academic libraries, and challenges in the age of technology,the thesis takes the practice of three academic libraries as example to put forward the solutions. The thesis holds that the effect of cultural inheritance of academic library in future is not just within campus, but also extends to the whole society.

When WeChat became an integral part of life, library needs to connect local resources with mobile services to meet the needs of users. The Library of Zhejiang University of Technology began to explore the practice of WeChat service in 2013 from the perspectives of team, content and users. The paper sums up the experience from practices, puts forward proposals of improvement in terms of system management, language, layout, messaging time, users’ needs, and the function of the platform.

WeChat public accounts of domestic libraries are thriving and developing, but in terms of content marketing, there is less creation, with the resulting influence generally week, and the marketing functions not fully leveraged. The paper studies the ranking of domestic library WeChat public accounts according to the WeChat influence indicator based on WCI, examines the WeChat operation practice of the Hunan Provincial Library and Xiamen University Library, and sums up feasible and effective WeChat content marketing strategies.

For a long time, library services, freedom of access to information and confidentiality of library records constituted the basic value of public libraries. However, the environment public libraries face has changed enormously in the 21st century and libraries have entered the new era of development. This paper presents a historical overview of fluctuation and development of library services, the freedom of access to information and the confidentiality of library records in the United States since the 19th century.

Hsin-pien tui-hsiang szǔ-yen, published in the Ming Dynasty, is the oldest elementary reader in existence organized with characters of all kinds pairing with their corresponding illustrations. The paper outlines the contents, provides the age of publication of the edition, presents the English edition published in 1960’s and the photolithograph edition of nowadays which is true to the original version and gives a general description of that original version’s circulating course of being handed down among the people, bought and kept by some collector, temporarily belong to the Peking Library and eventually obtained by the East Asian Library of Columbia University.

There are two mistakes in The General Catalogue of Siku Quanshu which still have not beencorrected by researchers.One is about the time and reason of Lei Siqi abandon the Confucian and become aTaoist in the summary of Yi TuTtong Bian and Yi ShiTtong Bian, the other one is about Ting Fang’s familyname and his life story in the summary of Li Chao Tong Lue. The paper focuses on the correction of this two mistakes.
