The paper discusses three dimensions of the Thirteenth Five-Year Plan of Public Libraries. The first dimension is on modern public cultural service system, including standardization, equalization, legalization and intelligentization; The second dimension takes into account of macro, medium and micro measurements, the alignment of national and local planning, the interflow and integration of overall and specific planning, the balance of five-year plan and long-term plan; The third one covers six basic principles, including innovation-driven development, openness and transparency, dynamic progression, cultural safety, balance and moderation, as well as Chinese characteristics.

By means of text mining, this article analyzed more than one thousand research papers of technology foresight methods collected in CNKI between 1979 to 2013, and summarized the existing technology foresight methods into 13 common categories. Then the article compared these 13 categories from 20 perspectives, and concluded four major advantages of the prediction markets as a forecasting method: collective wisdom, more innovative, platform-style of organizing, and more flexibility. The article advocates for the wider application of prediction markets in the end.

Using the library and information science journals during 2003-2012 in CSSCI as data sources, the paper reveals the citation structure in these journals by applying social network analysis (SNA). Results shows that: 1) the journal knowledge transfer activity in library and information science is frequent, and the level of knowledge and discipline integration as well as knowledge gap influences knowledge transfer activity. According to the out-degree and in-degree, journals can be divided into three kinds; 2) based on professional and citation, the knowledge transfer network can be divided into four blocks. With the change of discipline capacity and knowledge gap among journals, the “core-periphery” structure of knowledge transfer network is getting weakened; 3) The blocks of knowledge transfer network evolve from “weak- weak” subgroup to “strong-weak” subgroup or “weak-strong” subgroup, and then move to “strong-strong” subgroup. Each block should manage itself well in order to form a good interaction knowledge transfer subgroup.

This paper introduces construction principle and goal, the management system and history of Anti-Japanese War literature resources, analyzes the mechanism of resources sharing and integration as well as the effects of resource construction, and illustrates the function and characteristic of network service system, primary service pattern and its effectiveness, and the prospect of literature center in the future.

There is not a thematic database for historical literature in the rear area of the Sino-Japanese War, posing obstacles to the development, communication and research work of the Sino-Japanese War literature and making the construction of such a database necessary. The database should include historical literature, modern literature, multimedia resource and academic exchanges on Sino-Japanese War. The data should be organized through scientific processing, and the database should support reading on various devices. It aims to play an irreplaceable role in promoting the integration of the Sino-Japanese War literature resources, fully tapping their value, as well as assisting the researches in the field.

Digital humanities is the emerging interdisciplinary research field at home and abroad in recent years. While the study is more in-depth abroad, our country is on the initial development stage. To understand how foreign libraries are supporting digital humanities and to draw lessons from their successful experience, we conducted case analysis through site investigation, then selected classical cases for further analysis, and provided reference for libraries at home in terms of participation, professional personnel training, service quality evaluation and communication.

By analyzing the characteristics of subject services, this paper identifies the concept of subject services based on crowdsourcing in academic libraries. Besides the mechanism of subject services based on crowdsourcing from the participants, services and processes are also analyzed, and the key strategies for successful implementation of the crowdsourcing subject services in academic libraries provided.

Based on an empirical study of 37 university libraries’ 156 self-constructed databases, we summarized 8 existing characteristics nowadays: ① In terms of topics and content, thematic database is the main pattern of the database; ② In terms of project establishing, the main pattern is to establish the project by universities themselves; ③ In terms of software platform, libraries usually purchase such platforms from software vendors or database vendors while developing some features themselves; ④ In terms of personnel allocation, part-time is the mainstream model; ⑤ In terms of data sources and processing mode, libraries primarily process the data owned by universities by themselves; ⑥ In terms of the amount of data, the database is of mini-type; ⑦ In terms of retrieval method, single database retrieval is the mainstream mode; ⑧ In terms of users, the databases primarily serve the universities themselves. Based on the aforementioned analyses and problems, this paper put forward features of ideal databases to be constructed by university libraries.

The overall growth and innovation capability of university students are impossible without reading. University library with extensive resources for reading should contribute to improving the students’ interest in reading and their reading skills. The article discusses the research of reading literacy and reading promotion, as well as significance of reading education for students’ ability of innovation, and investigates into college students’ reading behaviors both at home and abroad. It then analyzes the causes of the difference in such behaviors and reflects on the problems existing in reading education and promotion on the part of university library in China.

By exploring open knowledge services on the basis of the content and features, the paper designs a macro architecture framework for university library’s open knowledge service platform, illustrates its characteristics and discusses the technical support for it.

Public cultural services call for multiple inputs. Thus it is an inevitable societal trend to strengthen library foundation under the market economy environment. In view of the fact that library foundation boosts regional culture, this paper elaborates on the practice of library foundation at home and abroad, and analyses their problems as well as putting forth suggestions accordingly. The author aims to draw the public attention to the construction of library foundation, so that it could becomes an indispensable force for the development of libraries in China.

Naive Bayes is a kind of classifier based on probability and used for the prediction of individual categories with the prior probability and conditional probability of each category. Targeting at the current “negative information all over the Internet” phenomenon, the paper offers an early warning model based on Naive Bayes method. Different from general text classification, emotion recognition aimed at large-scale network information mainly focuses on words with subjective emotiosn and requires high execution efficiency. To solve these problems, we conducted the corresponding optimization, such as extracting Emotional Tendency Stop Words List, detailing the management of negative words, and taking 20000 Twitters as sample to test the effectiveness of the model on text emotion recognition. Experiments showed these strategies have ideal execution efficiency and accuracy.

Image building is an issue of strategy, which requires right goals, detailed planning and actions, and long-term efforts. The efforts of U.S. library image building are a good example of the features of strategy and of the industry: emphasis on the concept construction, correct goals, complete policies, unified planning, and due attention to activities, thus building positive images in the eyes of public.

After discussing the features of dig deal and the dilemma of big deal that foreign libraries are confronting, the author summarized some measures that foreign libraries have adopted to cope with it, such as to select per title, to negotiate a new contract, to use pay-per-view, interlibrary loan and OA resources to meet readers’ requirements of e-journals. The author also pointed out that these measures are useful for domestic libraries, too.

Since the 20th century, a large number of new epitaphs are discovered. As a kind of unearthed literature, the Tang dynasty epitaphs offer a large number of works of Chinese, these records or documents have important effect on the documents compilation, collation, textual research. Based on the newly unearthed Tang Dynasty epitaphs recently discovered, this article has discovered 28 the Tang Dynasty works newly.

The survey and recording of the largest scale have been completed in the The Catalogue of Chinese Ancient Books. About two hundred thousand Chinese ancient books have been recorded. But there are some mistakes in it. The author have found twelve mistakes in Shangshu category of it, and tried to correct them in this article.

Clan Qi family traits feature literary heritage, loyalty, filial respect and harmony, and the family learning features library, drama, poetry.etc. Both of them have a profound cultural background and a distinct academic style. Especially as the famous bibliophiles of China, three generations of Qi Chengran, Qi Biaojia and Qi Lisun, named Three Qi in the east of Zhejiang Province, further show their family traits and family learning characterized by the book collection. Their theoretical accomplishment and practical exploration are still shining in book acquisition, classification and cataloging.
