Abstract: The paper discusses three dimensions of the Thirteenth Five-Year Plan of Public Libraries. The first dimension is on modern public cultural service system, including standardization, equalization, legalization and intelligentization; The second dimension takes into account of macro, medium and micro measurements, the alignment of national and local planning, the interflow and integration of overall and specific planning, the balance of five-year plan and long-term plan; The third one covers six basic principles, including innovation-driven development, openness and transparency, dynamic progression, cultural safety, balance and moderation, as well as Chinese characteristics.
