Research on the Legislative Decision-Making Think-Tank Service Strategy of the Library of Congress and Its Inspiration

This paper studies the legislative decision-making service of the Library of Congress from the perspective of think-tank construction, to provide reference for the other libraries. With the methods of literature survey, network survey and case analysis, the legislative decision-making service of four departments of the Library of Congress is investigated, while its think-tank service strategy is analyzed from four aspects of the organization, resources, achievements, application and impact. The related service promotion strategy for the libraries of China is put forward as a result. The legislative decision-making think-tank service promotion strategies of the library include strengthening the resources construction and research service of the support department in the organizational structure aspect, obtaining the support from the professionals both inside and outside the library in various forms in terms of resource allocation, giving play to the think-tank role of the scholars, establishing the communication mechanism in term of the service form, and focusing on the support of the national and local key developing areas regarding service content.

Practice and Enlightenment of Study Tour Service by Public Libraries Abroad

The deep integration of culture and tourism is the new mission faced by domestic public libraries in the new era. With the development of study tour, it is a direction for public libraries to provide service of study tour from a practical perspective as a measure to integrate culture and tourism. This paper analyses the specific practices of public libraries in U.K., the United States and Japan in such projects as “Off The Map” “Every Kid in a Park” “Museum Start i-Ueno” and Glasgow women’s historical travel. It summarizes four lessons drawn from the practice, namely, using technology to promote service, valueadded study tour experience, reflecting product differences and developing characteristic trips. Finally, this paper puts forward four suggestions to promote libraries in carrying out study tour services from the actual situation of domestic public libraries: to establish a correct concept of integration and develop with the help of synergistic advantages, to provide study tour reference and add value to the experience of study tour, to refine the library’s characteristic elements to make itself a study tour destination, and to develop from tourism to study tour and build the brand of library activities.

Selecting Louie B.Nunn Oral History Center of the University of Kentucky Library as the research object, and using methods such as online survey, email consultation, and document analysis, the paper introduces and analyzes the practices of online catalog SPOKEdb setup, metadata synchronization system OHMS setup, online digital exhibition, social media application, and digital technology training and teaching. It summarizes the characteristics and valuable experience in the research and development of oral history technology, benign interaction with users, oral history training and teaching, oral history law and ethical protection. It is of great significance to draw lessons from experience as such to further promote the digital management of oral history in Chinese libraries.

Libraries Participating in the Development of Open Education Resources: Take the Open Textbook Project as an Example

Open textbook is an important part of open education resources. The open textbook project in the United States provides important reference for domestic university libraries to participate in the development of open education resources (OER), thanks to their leading position, the government’s attention and investment, the adoption of incentive plans, the emphasis on textbook teaching evaluation and other measures. To do a good job developing open education resources, domestic university libraries need to take the lead as well, strive for government policy and financial support, train librarians’ OER professional awareness, and assist in the evaluation of OER.

The New York Public Library, Boston Public Library, and Washington Library of Congress in North America are all historic libraries. For centuries, they have stood firmly on the land of North America, attracting many tourists and scholars with their unique charms. In addition to their exquisite architectural design, the most memorable thing is the humanized management of these libraries. By visiting these three North American libraries, this article explores the practices of humanized management of these libraries, hoping to provide reference for the construction and development of domestic libraries.
