Libraries Participating in the Development of Open Education Resources: Take the Open Textbook Project as an Example

Abstract: Open textbook is an important part of open education resources. The open textbook project in the United States provides important reference for domestic university libraries to participate in the development of open education resources (OER), thanks to their leading position, the government’s attention and investment, the adoption of incentive plans, the emphasis on textbook teaching evaluation and other measures. To do a good job developing open education resources, domestic university libraries need to take the lead as well, strive for government policy and financial support, train librarians’ OER professional awareness, and assist in the evaluation of OER.
