Creation of Rules for the Use of Copyright Works inLibraries: On the Localization Development of Controlled Digital Lending (CDL)

Abstract:

As a rule for the use of copyright works in this industry initiated by libraries, “ControlledDigital Lending (CDL)” demonstrates the initiative efforts of American library community to create rulesfor the use of copyright works based on the DMCA framework. There are three motivations for creatingCDL: significance to digital transformation of library, copyright restrictions on the utilization of digitalresources, and the hindrance facing the large-scale digitization process when library cooperates with theInternet service providers. The localization CDL in Chinese libraries can seek legitimacy paths from bothlegal and market perspectives. In this process, the library industry needs to adopt corresponding responsestrategies based on the characteristics of industry development.
