Integration and Inclusion: Research Report on Important Laws, Regulations and Policies Related to Libraries in China (2021)

Abstract: China provides a more standardized legal basis for libraries to play their social roles. This report systematically summaries the laws, department rules, local regulations and government rules, system of Party regulations, and regulatory documents of the State Council related to the library since the promulgation of the Public Cultural Service Guarantee Law of the People’s Republic of China, and presents the new requirements, new guidance and new focus of China’s laws, regulations and policies on library work. It should be noted that the special laws and regulations of library and department regulations are not the focus of this report. The research results show that in recent years, libraries have received increasing attention from all relevant departments and all fields of the society. The main contents of relevant laws and regulations system of libraries in China includes striving to promote the integrated development of libraries and related undertakings or institutions, improving the safety management ability of the library, and strengthening the construction of inclusive society through libraries.
