摘要/Abstract

摘要： 自新冠肺炎疫情暴发以来，生物安全得到了世界各国的高度关注，生物安全治理变得日益重要。防范化解生物安全风险需要生物安全情报的保障，生物安全治理体系的建设与生物安全情报工作的支持密不可分。因此，开展面向生物安全治理的生物安全情报支持体系研究意义重大。首先，面向生物安全治理，明确生物安全情报的内涵。其次，针对当前生物安全治理的新形势，构建面向生物安全治理的生物安全情报支持体系，并深度剖析生物安全情报支持体系中的“3 大系统”。在此基础上，阐述生物安全情报支持体系的运行保障。最后，以新冠肺炎疫情防控为例，对面向生物安全治理的生物安全情报支持体系进行实证分析。研究表明，生物安全情报支持体系是防范化解生物安全风险的关键支撑，有利于提升生物安全治理能力，进而推进国家生物安全治理现代化。

Abstract: Since the outbreak of COVID-19, biosafety and biosecurity has drawn high attention from countries around the world. Biosafety and biosecurity governance has become increasingly important. The prevention and resolution of biosafety and biosecurity risks require the protection of biosafety and biosecurity intelligence, and the construction of biosafety and biosecurity governance system cannot do
without the support of such intelligence work. Therefore, it is of great significance to carry out research on biosafety and biosecurity intelligent support system for biosafety and biosecurity governance. First of all, the important connotation of biosafety and biosecurity intelligence should be clarified for the governance. Secondly, according to the current situation of biosafety and biosecurity governance, the intelligence support system oriented to the governance was constructed, and the “three major systems” in the intelligence support system were analyzed in depth. On the basis, the operational guarantee of biosafety and biosecurity intelligence support system was described. Finally, the biosafety and biosecurity intelligence support system for biosafety and biosecurity governance was demonstrated by taking COVID-19 epidemic as an example. The research showed that the biosafety and biosecurity intelligence support system can be a key support for preventing and resolving biosafety and biosecurity risk, which is conducive to improving the ability of biosafety and biosecurity governance, and then promoting the modernization of national biosafety and biosecurity governance.
