Abstract: As one of the important contents of public service, public cultural service has not only the general attribute of public service, but also differs from general public service because of its own characteristics. In the process of public cultural service, the government has been seeking breakthroughs in the aspects of government responsibility, basic guarantee and management culture for a long time, in order to improve the efficiency of public cultural services, but the results are not ideal. With the increasing discourse of state governance and public culture governance, the governance of public cultural services has become a new way to solve the problems such as the low efficiency of public cultural services. The concept, subject, mechanism and content of public cultural service will register important changes, and it will pay more attention to the substantial improvement of citizens’ public cultural life. As a developing proposition, the rationality of public cultural governance is also worthy of discussion and reflection,which will call for more attention from the academic community.
