曹继华创建的位于山东省沂南县曹家小河村的小河图书馆，作为公民参与公共文化服务体系建设的一个重大实践，为农村文化建设探索出了新路。但小河图书馆的发展也面临一些困境，需要政府、社会以及民间图书馆形成合力来加以解 决。

Abstract:
The Xiaohe library created by Cao Jihua, lies in Xiaohe Village, Yinan County. It is a major practice of public cultural service system construction, exploring a new road to cultural construction in rural areas. The government, society and the non-governmental library should make joint efforts to solve difficulties which the Xiaohe library faces.
