    Strategic Approaches to Optimizing National Advanced Platforms for S&T Information and Communication in the Eraof Generative AI

    With the rapid advancement of Generative AI GenAI this study investigates the emergingchallenges confronting the development of national advanced platforms for S&T information andcommunication in China. The analysis reveals that existing platforms have not sufficiently addressed thetransformative impact of GenAI on the research paradigms particularly with regard to strategicorientation functional architecture service frameworks and ethical governance. The paper aims toconceptualize a  new academic ecological support system and advocates for a repositioning ofplatforms—from information aggregation tools to intelligent hubs for collaborative knowledge productionthroughout the entire human-AI co-creation research cycle. Through a structural analysis approach thestudy delineates a four-dimensional pathway for platform upgrading conceptual reconfigurationfunctional reconstruction institutional embedding and ecosystem coordination. Based on thisframework it proposes integrated strategies across three levels—strategic theoretical and operational.The findings underscore that embedding GenAI-driven research processes within institutional structures isessential for transforming these platforms into core national knowledge infrastructures.

    This paper presents a systematic study of the integration of generative AI into advancedplatforms for S&T information and communication in the international context. It analyzes and comparesthe AI application pathways and development characteristics of both traditional and emerging platforms.The paper first distinguishes between the structural ecologies of the two types of platforms traditionalplatforms—including major academic publishers professional information service providers and publicinstitutions—are characterized by strong content authority and complete service chains emergingplatforms such as preprint servers open data repositories and unofficial literature platforms emphasizeopenness sharing and collaborative innovation. Based on this distinction the paper identifies threetypical AI integration models among traditional platforms vertically self-developed AI strategicpartnerships with large external models and content licensing collaborations highlighting a trend towardcentralized management and commercial orientation. For emerging platforms it outlines three AIintegration pathways data and interface openness collaborative crowdsourcing and embedded selfdevelopedtools which reflect an ecosystem-driven and developer-oriented logic. Finally throughcomparative analysis the paper concludes that the two types of platforms exhibit distinct integrationlogics the centralized and closed-loop model versus the ecosystem-oriented and open model. Thesefindings provide both practical insights and theoretical references for the future development of advancedcommunication platforms.

    From the perspective of the main construction subject the paper conducts analysis of the fourtypes of advanced platforms for S&T information and communication at home and abroad governmentfundedcollaboratively innovative academically autonomous and commercially promoted. The studyfinds that China‘s government-led platforms need to improve ability to deal with stranglehold scenarios.Diversified collaborative platforms lack depth of collaboration and breadth of resource sharing. Academiccommunity platforms show weaknesses in openness autonomy and international compatibility.Commercial platforms face a sharp contradiction between resource monopoly and open science. Inresponse to these problems the paper offers construction-oriented insights from the perspectives ofgovernment industry academia and business entities providing a reference for building a self-reliantadvanced platforms for S&T information and communication.

    With the accelerating advances in artificial intelligence and the gradual formation of the fifthscientific paradigm scientific research data is undergoing a transformation from a  by-product to a strategic resource. This paper examines the restructuring of the scientific data value chain usingAlphaFold and Isomorphic Labs as case studies to highlight the critical role of AI in the advancedplatforms for S&T information and communication. It further introduces the concept of polyintelligence which advocates for the integration of human intelligence artificial intelligence andnatural intelligence to redesign the logic underpinning these advanced platforms. This paper concludes byproposing that future advanced platforms for S&T information and communication should embody keycapabilities including active knowledge systems triadic integration of human AI and nature andmechanisms for value co-creation and dynamic orchestration offering theoretical and practical foundationsfor constructing research infrastructures in the AI era.

    The 15th Five-Year Plan is a critical phase of strategic transformation for the development ofuniversity libraries. Facing multiple challenges and opportunities such as the accelerated iteration ofinformation technology the deepening of the connotative development of higher education and theincreasingly diversified and complex needs of users libraries urgently need to carry out forward-lookingstrategic planning in order to transcend their traditional roles and realize the value reshaping and serviceupgrading. Based on the analysis of the current development trend related theories and the needs ofplanning practice this paper systematically constructs a planning framework to high-quality developmentof university libraries in the 15th Five-Year Plan . The framework establishes the guiding concepts andstrategic objectives on the basis of which the paper analyzes the profound migration of the coredevelopment elements of libraries and further plans the key paths of realization. Finally this paperemphasizes four foundational support guarantees. This paper aims to construct a complete chainframework of ideology-elements-paths-guarantees and dynamically link the migration of developmentelements with path design. This will provide systematic thinking dimensions and practical guidance foruniversity libraries to cope with the complex environment during the 15th Five-Year Plan period andenhance their core competitiveness. It is helpful to promote their deep integration into the overalldevelopment of universities and achieve sustainable and high-quality development of themselves.

    As social development and service demands evolve the transition from a  quasi-think tankstage to an independent think tank has become a key direction for many think tank libraries. Taking theNational Library of China as a case study this paper reviews its practical experience and achievements asthe first library in China to provide think tank services and carry out independent think tank construction.It also examines the problems and shortcomings including talent cultivation literature resourcedevelopment and the expansion of think tank services. This paper analyzes the efforts that the NationalLibrary of China should make in its journey toward think tank development. These insights providereference for the transformation of other libraries help advance the library sector’s ability to better meetthe social needs in the new era provide better think tank services for the national development andenhance the status of libraries in the field of knowledge services.

The library is built through multi-source heterogeneous data fusion and guided by the strategyof  one horizontal and one vertical . By integrating cutting-edge technologies such as big data analyticsdeep semantic analysis and data mining this platform realizes the efficient integration intelligent retrievaland dynamic update of policy information achieving practical value in many fields such as promotingprecise policy implementation supporting innovation-driven development deepening internationalcooperation and ultimately providing quantitative data support for decision-makers.

    In the era of big data the datafication and semantization of scientific research processes andpublications have gradually become the mainstream practices in scientific communication leading to theemergence of linked scientific data such as scientific communication data models and scientific knowledgegraphs. The sorting analysis and evaluation of these data models can provide guidance and reference forintelligent academic services. By collecting typical scientific communication data models this paperanalyzes them from three dimensions construction experience and principles generic structure and reusecharacteristics and application scenarios. The data models are mainly static models related topublications and the construction of scientific communication activity models from a dynamic perspectiveis increasing. While mainstream models have similar construction experiences and reuse behaviors theydiffer significantly in the number of classes and model correlations. Furthermore it is necessary toenhance the standardization and relevance of the construction enhance the application of intelligenttechnology in the model construction process optimize the experience of scientific knowledge graphapplication scenarios and improve the openness of non-English data models.

    Legal Regulation of Data Governance: EU Legislation and the  Chinese Solution : Analysis and Reflection Based on the EU Data Governance Act

    The European Union has promulgated the first internationally significant  benchmark DataGovernance Act DGA and other related laws forming a relatively complete legal and regulatory systemfor data governance which has had a significant impact on global data governance legislation andregulation and has great theoretical value and reference significance for China. Using literature reviewand comparative methods this paper first sorts out and reviews the current research literature to identifyresearch breakthroughs. It then elaborates on the main content and characteristics of the EU DGA andprovides an objective evaluation. It compares the legislative situation between China and Europe andanalyzes the applicability of EU experience to China. Finally a  Chinese solution to data governanceregulation is proposed. The conclusion suggests that the  China Plan can be implemented from thefollowing four aspects relying on laws to safeguard China‘ s data governance and introducing a DataGovernance Act when conditions are mature implement the Data Security Act and establishing a datagovernance model in China based on  data security drawing on the data intermediary system of theEuropean Union and improving relevant legislation in China to promote data sharing and circulation andstrengthening the supervision of various aspects of data governance in China and improving the efficiencyof data governance work.

    The study evaluates the effectiveness of online protection policy for minors and providesevidence-based insights for formulating and implementing relevant policies. A mixed-methods approachwas adopted incorporating semi-structured interviews coding analysis and questionnaires. It carried outa compound study on the perceived effectiveness of online protection policy for minors from the dualperspectives of minors and parents. The implementation effect of online protection policy for minors isgood but there are still problems such as insufficient policy publicity and large differences in theeffectiveness of online protection policy for minors in urban and rural areas. Four dimensions of perceivedeffectiveness were identified clarity comprehensiveness relevance and feasibility. The policy receivedhigh ratings for clarity comphre-hensiveness and relevance but lower ratings for feasibility. Byanalyzing the dual perspectives of minors and parents this study comprehensively explores the evaluationof the perceived effectiveness and proposes targeted recommendations for the optimization of policy andgovernance for minors online protection.

      In University the age of we-media many institutions and individuals begin to use short video platforms toshare health science information. Understanding the motivation behind such sharing is critical forencouraging content creators to optimize sharing content and attract more users to participate. Based onsocial exchange theory and social capital theory this paper collected 770 samples from TikTok and usedregression analysis to examine the impact of creators’ sharing motivations on users likes comments andforwarding behaviors. Furthermore fsQCA configuration analysis was applied to identify combinationpathways that affect user participation. The study found out four primary motivations that drive creators toshare health science information structural capital relational capital cognitive capital and reciprocity.These factors can exert varying degrees of influence on users likes comments and retweets. Theconfiguration analysis further revealed four combination models that affect participation behaviorsreflecting the unique content creation dynamics of health science short video producers.

    This paper analyzes the current status of China’s Internet health and medical informationservice policies with the goal of further improving the Internet health and medical service system. Fromthe perspective of policy instruments a three-dimensional framework of  policy development-policyinstruments-information service elements is constructed. Using content analysis 91 policy documentsrelated to  Internet +healthcare and medical services were reviewed. The findings indicate that thedevelopment of Internet-based healthcare and medical information services in China has undergone threestages predominantly relying on supply-oriented policy instruments but gradually shifting towardsenvironmental-oriented policy instruments. Furthermore there is a greater emphasis on informationservice modes within the information service elements. To ensure the sustainable development of Internetbasedhealthcare and medical information services it is imperative to focus on the utilization ofenvironmental-oriented policy instruments balance the diversity of information service elements andenhance the participation of library network portals.

    A Research on the Handwritten Copy of Sun Qifeng‘s Study on the Characters of Zhongzhou in the Library of Congress of the United States

    The handwritten copy of Sun Qifeng’s Study on the Characters of Zhongzhou is rare in China.It was once collected by Luo Zhenchang and now is collected in the Library of Congress in the UnitedStates. Based on four aspects of verification in terms of taboos observed in manuscript copies textcontent book layout and writing font it can be seen that third volume of this book is a supplementarymaterial and was copied after the Daoguang period 1820 1850 the remaining seven volumes werecopied during the Kangxi period 1661 1722 . Compared with the Daoguang edition the edition which iscollected in the Library of Congress of the United States retains the unofficial historian in the finalcomments of the biographies. The content and accuracy of the biographies are also superior to Daoguangedition and these two editions can complement each other. The edition which was collected in WenyuanPavilion not only deleted the paratext at the beginning of the volume but also had deficiencies in the fouraspects of the number of characters included the content of biographies the order of characters and theuse of words in the biographies. Therefore in terms of text completeness and accuracy it is inferior tothe edition which was collected in the Library of Congress of the United States. As an important form oftranscription during the Kangxi period the Congressional version preserves the early textual features ofthe eight-volume version of Study on the Characters of Zhongzhou thus providing a new sample in thetext transmission and evolution of the book.

    A Study on the San Xi Zhai Shu Mu Collected in Harvard-Yenching Library

    The Harvard-Yenching Library collects two volumes of San Xi Zhai Shu Mu without author sinscription. Based on the verification of these three aspects in terms of the distinctive title recorded in thebibliography the versions of San Xi Zhai contained in other bibliographies and the seals of the booksrecorded in the bibliography and existing today it can be inferred that Yao Yuanzhi a distant youngerclansman of Yao Nai and born in Tongcheng was responsible for compiling this book list based on hisown collection as a reference. This bibliography records a large amount of works formerly in thecollection of the Xu Wen Xian Tong Kao Guan San Tong Guan and Imperial Academy. Some ofmaterials were even utilized as primary sources by these institutions when they composed Xu Wen XianTong Kao and Si Ku Quan Shu. By examining this remaining bibliography some new historical evidencecan be provided for the current study which explore the compilations of thought in the Qianlong periodand also provide useful clues for seeking the submitted copies and the master copies of the Si Ku in thefuture.
