Development of Public Cultural Services in the Deepening Reform of Cultural Systems and Mechanisms

To establish mechanisms for channeling
quality cultural resources directly to the communitylevel, we should focus on
the issues of “quality” and “direct channeling”. Over the past two decades,solid steps have been taken in
optimizing public cultural resources and services. Further deepening thecentral-branch
system of libraries and cultural centers, with a move towards vertical
management atthe county level, represents an important breakthrough in this
regard. In advancing the reform of theseparation of ownership and usage rights
of public cultural facilities, the key issues to be resolved are toenhance the
qualification criteria and exit mechanism for entities undertaking socialized
operation andmanagement, to establish a government-funded calculation and
guarantee mechanism that supports thesustainable development of socialized
operation and management, to establish an incentive mechanismfor undertaking
entities to expand and innovate services, and to construct a professional
talent cultivationsystem that adapts to the needs of socialized operation and
management. The classified promotion of theinternal reform within cultural
institutions mainly lies in the reform of the internal personnel managementsystem
and the income distribution system, with particular emphasis on income
distribution.

The mechanisms for channeling quality cultural resources directly to the community levelare essentially a precise mechanism that matches the supply and demand of public cultural products and services, so that limited cultural resources can produce the greatest practical effect. A complete facility system, diversified supply methods, convenient service means, and appropriate technological support are the core elements of this mechanism, all of which ensure its stability and feasibility. In recent years, significant progress has been made in constructing new public cultural spaces, enhancing the participation of diversified supply entities, coordinating supply systems, and innovating service means through technological advancements. These efforts have accelerated and improved the efficiency of channeling quality cultural resources to the community level. Key strategies to ensure this mechanism’s success include enhancing the terminal facility system with a focus on new public cultural spaces,improving the socialization of public cultural services, refining channels for expressing people’s culturalneeds, strengthening the main-branch system of public cultural facilities, and stimulating the vitality of grassroots cultural governance.

The allocation of high-quality cultural resources at the community level reflects anasym metrical, competitive, and symbiotic resource dependency relationship among the government,social forces, and the public. The study identifies three modes of resource allocation: government priority, resource emergence, and dynamic resource balance, along with their dynamic transformations.The “Cultural Fair” represents a best practice in public cultural services that achieves “high quality” inresource delivery by restructuring dependency relationships, simplifying supply-demand matching to channel the resources to the community level, focusing on public needs to achieve a balanced supply,and leveraging digital technology to improve the mechanism. To break institutional constraints, innovate evaluation mechanisms, and cultivate high-quality entities are fundamental. These measures enable collaboration among the government, society, and the public, helping achieve balanced supply and the direct channeling of high-quality cultural resources to the community level.

The combination of scientific popularization and grassroots public cultural services is aninnovative idea to implement the spirit of the Third Plenary Session of the 20th Central Committee. It aims to establish high-quality mechanism for delivering public cultural resources directly to the grassroots communities through the development of science communication hub. It is of great significance forfurther deepening reform and promoting Chinese-style modernization. Through the analysis of the currentsituation of grassroots public cultural services in China, it is believed that its scientific popularization function has not been fully utilized, and it is necessary to build science communication hub in accordance with the characteristics of scientific popularization. It is necessary to establish a mechanism around the three basic elements of space, resources, and people, and from seven aspects of science popularization:subject, object, carrier, facility, form, concept and method, and personnel training, so as to promote thee ffective integration of science popularization and scientific and technological innovation.

The utilization of big data and other
technical means to comprehensively assess the multifaceted value of academic
achievements has become an important objective for the academic evaluation in
China in recent years. Academic knowledge graph, as an increasingly mature
semantic organization technology, provides innovative approaches to achieving
this objective. This paper first identifies the information organization needs
in different dimensions of the evaluation research scenarios,guided by the
Academic All-round Evaluation System. This paper then analyzes the feasibility
of applying academic knowledge graph to academic achievement evaluation. In
light of the scenario-based information needs, we put forward a framework for the
construction of academic knowledge graphtailored to these evaluation scenarios,
addressing both content and technical dimensions. Furthermore, the study
outlines a targeted mapping construction framework that aligns with the current
reform of China’sacademic evaluation.
This is intended to provide reference for the development and implementation of auxiliary
tools for the evaluation of China’s academic
achievements, offering more comprehensive andaccurate data support for the
evaluation and advancing the reform and development of Chinese evaluation of
academic achievements from the perspective of information organization.

Distinction and Convergence of Legislation on the Protection of Ancient Books with the Law on Public Libraries and the Law on the Protection of Cultural Relics

Based on the close connection between ancient books, library collections, and cultural relics,the legislation on ancient books must be distinct from and aligned with the Law on Public Libraries and the Law on the Protection of Cultural Relics, to ensure consistency with in the legal system, coordination across legislative levels, and integration into the broader legislative hierarchy. The legislation onancient books should differentiate itself from the Law on Public Libraries in areas such as guidelines,service rules, and originality protection, while coordinating on matters like administrative oversight,regenerative protection, and incentives. Similarly, it should be distinguish itself from the Law on the Protection of Cultural Relics in terms of guidelines, usage rules, and human resources development,while achieving convergence in classification standards, management methods, and legal accountability.It is recommended that the Law on the Protection of Ancient Books be enacted in order to fundamentally address the legal risk in the use of ancient books. This law should establish criteria for assessing the cultural and documentary significance of ancient books, enabling alignment with related; adapt general provisions from existing laws while focusing on specific problems unique to the protection of ancient books; and respect the current status of ancient book preservation and successful experience.

The post-coordinated content form and
media type are important components of both the ISBD Consolidated Edition and
China’s national standard
of Information and Document ResourceDescription (GB/T 3792-2021). The ISBDM, currently under review,
completely adopts the precoordinated content type and media types in RDA. In
light of possible changes to international standardsand the need for harmonization
with national standards, it is suggested that “Resource Description forPersons with Visual Impairments”, the national standard under development, should keep content formand
media type while aligning with RDA in terms of controlled terminologies and descriptive
rules.Accordingly, the paper explores methods to ensure that the resource
description for persons with visual impairments aligns with RDA, including
mapping strategies, dual descriptions, and localized standards.

The study briefly outlines the
necessity of evaluating library reading promotion projects and the current
status of domestic assessments. Through literature reviews, website surveys,
and content analysis, it analyzes relevant papers, reports, and standards on
reading promotion project evaluation abroad, extracting research themes. It
focuses on the evaluation objectives, content, indicators, datacollection
methods, evaluation tools, experimental methods, and other implementation
processes used in the reading promotion projects in foreign public libraries. It
summarizes their experiences and shortcomings, and then proposes enlightening
countermeasures for domestic project evaluation.The findings aim to provide
references for promoting the high-quality development of library reading promotion
in China.

This study adopts a digital humanities
approach, leveraging digital technologies to conduct multidimensional knowledge
discovery on ancient poets. It explores the resources of ancient poets across the
dimensions of “human” and “text”, “time” and “space”, “far” and “near”, aiming to form a synergy with
traditional research on ancient poets and enhance the depth and breadth of
literary and cultural history research. The study begins by constructing a
knowledge ontology model for ancient poets, providing astructured framework for
subsequent data organization. The extracted knowledge is then stored in the graph
database Neo4j, GIS database ArcGIS Pro, and Gephi software. Finally, knowledge
discovery is realized across three key areas: knowledge retrieval, knowledge
association, and knowledge inference.In particular, knowledge discovery, based
on spatiotemporal trajectories, includes spatiotemporal distribution,
spatiotemporal trajectories, and spatiotemporal discovery; whereas knowledge
discovery, based on social networks, includes overall network, individual
network, and relationship discovery.Through case studies of four famous poets
in the Tang Dynasty, this study presents the lives, works, and social
backgrounds of ancient poets from multiple dimensions, providing new research
perspectives for traditional humanities scholars.

The survey on the current situation of
web archive resource services for digital humanities research aims to clarify the
progress and experiences in practice while proposing strategies to enhance service
development. Through literature review and case analysis, representative cases
from around the world are examined to identify the key elements essential to the
construction of web archive resource services for digital humanities research.
The research identifies the key elements, which include: the service concept of
constructing a comprehensive system, a multi-collaborative participation
mechanism,clarification of the types and needs of service users, i.e.,
researchers and use-oriented resource service content. Based on the current
practices in China, the study proposes insightful directions for optimization:to
guide the construction of resources and the allocation of elements with a
comprehensive supply oriented approach; to establish a dual-core collaborative
mechanism led by researchers and archivalinstitutions; to fully identify and
engage the service users of web archive resources; and to developresource
service content guided by the practical demands of digital humanities research.

Research on the Influence of Semantic Manipulation of Multimodal Content of Fake Short Videos on User Trust

The dissemination of fake short videos
can trigger information risks and thus harm the network ecology. By revealing
how different multimodal semantic manipulations in fake short videos influence
user trust, this study aims to inhibit the spread of fake short videos from a
user-centered perspective. Taking science and technology short videos as a case
study, we selected three topics with low user awareness. Guided by information
manipulation theory, we applied semantic manipulations—fabrication, concealment,
misinterpretation, ambiguity, and incitement—across
three modalities: text,audio, and image. A controlled experiment (3*5=15; N=48)
was conducted alongside semi-structuredinterviews (N=24) to analyze variations
in user-perceived trust. There are significant differences inusers’ perceived trust based on semantic manipulations in different
modalities: ① At the text level, usersexhibited higher trust in text
fabrication, but lower trust in text concealment, ambiguity, and incitement.② At the audio level, users showed higher trust in audio
fabrication and concealment, but lower trust inaudio incitement. ③ At the image level, users perceived more trust in image
fabrication but less trust inimage incitement.

A Study on the Letters and Manuscripts of Chen Taoyi and Ding Wenjiang in Shanghai Library

Han Du have been collected in Shanghai Library, the former
included 34 public and private letters and telegrams from Chen Taoyi, the
governor of Jiangsu Province to Ding Wenjiang who was the associate director of
the Shanghai and Woosung Portadministration. The latter included some draft
transcripts of letters and telegrams for Ding Wenjiang’s correspondence with all walks of life, which contain 4
volumes 262 letters. This batch of materials cansupplement the missing part of “Ding Wenjiang’s archives” in the Fu Sinian Library of which the instituteof History and
Linguistics of Academia Sinica in Taiwan. And these collections are also the
material forLiu Housheng’s Biography
of Ding Wenjiang (first draft) and Hu Shi’s Biography of Ding Wenjiang ofthe missing correspondence in 1926, which the academics have not yet
utilized. In addition, this batchof letters and telegrams can supplement Chen
Taoyi and Ding Wenjiang’s annals, biographies, andanthologies,
which reflect the personnel system of nomination and examination, the specific
work of the general administration of Shanghai and Woosung Port, several political
insiders, etc in that time.

A New Study on the Value of the Ming Handwritten Edition of Shuo Yuan in the National Library Collection

For a long time, most scholars
mistakenly believed that the Ming handwritten edition ShuoYuan ,
which is collected in National Library of China, is the edition on which the Si Bu Cong Kanwas printed. Due to the easy availability of the Si Bu Cong Kan Text, scholars no longer paid attention to where its text
came from, resulting in two different editions being regarded as the same by
latergenerations. Ming handwritten edition Shuo Yuan is
different from the Si Bu Cong
Kan Text in terms offont, circulation,
content, taboo and description. It clearly shows that the Ming banknote edition ShuoYuan is
earlier than the base edition of the Si Bu Cong Kan Text. It is also a better edition with more complete
content, less error and earlier source, especially in terms of taboo and
content. In addition, this version can also be used to revise the content of the
Song Dynasty and Yuan Dynasty versions, which isvery worthy of our attention
and use.
