How Can Quality Cultural Resources Be Directly Channeled to the Community Level: The oretical Analysis and Case Study Based on Public Culture and Tourism Product Procurement Fair

Abstract: The allocation of high-quality cultural resources at the community level reflects anasym metrical, competitive, and symbiotic resource dependency relationship among the government,social forces, and the public. The study identifies three modes of resource allocation: government priority, resource emergence, and dynamic resource balance, along with their dynamic transformations.The “Cultural Fair” represents a best practice in public cultural services that achieves “high quality” inresource delivery by restructuring dependency relationships, simplifying supply-demand matching to channel the resources to the community level, focusing on public needs to achieve a balanced supply,and leveraging digital technology to improve the mechanism. To break institutional constraints, innovate evaluation mechanisms, and cultivate high-quality entities are fundamental. These measures enable collaboration among the government, society, and the public, helping achieve balanced supply and the direct channeling of high-quality cultural resources to the community level.
