Abstract: This passage discusses how to develop service for children with special needs based on the
latter’s characteristics. There is a great difference in terms of service needs, types of service, means, and
effect assessment. Meanwhile, differentiated reading service as such will also be a valuable approach to
satisfy reading needs, improve reading effect, and promote national reading
