Abstract: In 2014, Information and Documentation—Methods and Procedures for Assessing the Impact of Libraries was issued by ISO, breaking the industrial limitations, adopting the “impact” as an evaluation index for libraries, and thus endorsing library’s contribution to and values to individuals, related organizations, society, and economy. In particular, economic impact is measured in terms of changes in economic growth (output or added value) and the associated changes in jobs (employment) and income (wages). This paper conducts an empirical evaluation on Dongguan library’s economic impact, using the standards, and propose three assessment strategies, namely, ① to use domestic statistical index data or existing data from statistical agencies to integrate them into library assessments; ② collaborate with the statistics bureau and scientific research institutions to develop a library economic impact assessment tool; ③ hire a third-party institution to assess the economic impact of libraries.
