Practice and Exploration of Standardization in Empowering High-Quality Development of Public Libraries: A Case Study of Standardization Development in Zhejiang Province Public Libraries

Abstract: The establishment and implementation of a standardized system for public libraries facilitates the optimization of service operations, enhances service efficiency and management capabilities, and empowers the sustainable high-quality development. Grounded in theoretical frameworks of library standardization, this study examines the practices, achievements, challenges, and unresolved issues observed in Zhejiang Province's public library standardization initiatives. It synthesizes critical arguments and universal experiences in public library standardization, proposing strategic pathways to strengthen standardization system, including expanding the scope of standardized protocols, implementing assistance mechanisms to promote regional coordinated development, improving cross-departmental collaboration mechanisms, and strengthening standard implementation and supervision. The findings aim to advance the high-quality development of public libraries through the systematic development and effective implementation of standardization frameworks.
