Abstract:

Using Internet research, this paper analyzes and interprets the content of the Strategic Plan 2018—2022 and Strategic Plan 2022—2026 of the Institute of Museum and Library Services (IMLS) in the United States. The IMLS Strategic Plan 2022—2026 has four prominent features: lifelong learning, intensive grassroots participation, technology-enabled collection development, and all-round optimization of public service provision. With reference to their experience, in the course of developing the library cause, our country may (1) issue the budget plan in accordance to the library cause development and improve the efficiency of financial funds; (2) undertake the social education mission of the library and respond to the global call for lifelong education; (3) promote the digitization of collections and the protection of cultural heritage to jointly shape national memory; (4) attach importance to data disclosure and application to improve service efficiency; (5) strengthen intra-industry and inter-industry cooperation, and seek progress in unblocking communication channels to provide better public cultural services.
