Review and Reflection on the Library Service Manifesto: Based on IFLA Trend Report Analysis

Abstract: In 2008, the Chinese Library Association issued the Library Service Manifesto, which was a milestone in China’s library industry. Fifteen years have passed, and facing the development of the times, we need to review and reflect on the library service concept and core values represented by the Manifesto. Therefore, the paper makes a textual analysis of the IFLA Trend Report issued by IFLA in the past five years (2018–2022), and sorts out and analyzes the content of the reports from seven aspects: “participation in social construction”, “equality and rights”, “eliminating the digital divide”, “universal openness”, “humanistic spirit” and so on. From this perspective, and based on the content of the Library Service Manifesto and the development trend of the industry, the paper proposes inspiration and thinking for the development of libraries..
