Construction and Implementation of Personal InformationConsent Rules for Minor Readers: Based on theInvestigation of Latest Legislation and Foreign Experience

Abstract:

The Personal Information Protection Law makes specific provisions for personalinformation processors to obtain relevant consent and formulate special rules. The protection of minorreaders also needs to meet the requirements above. It is necessary to promote the hierarchicalization of thepersonal information consent rules for minor readers, distinguish between sensitive personal information,ordinary personal information and guardian personal information in terms of consent content, andestablish different rules with “eight years old” and “fourteen years old” as age nodes in terms of consentauthority. We should promote the establishment of a system of consent rules for the personal informationof underage readers, with full consideration of such aspects as notification, interpretation, and amendment.We should learn from the practical experience of the United States and Europe, promote industry-relatedpractices, issue special protection policies, strengthen business information management, systematicallycarry out special education, and clarify corresponding relief channels.
