Abstract: Safety and security situational awareness system is the key support for effective monitoring, prevention and resolution of safety and security risks, and its operation is inseparable from the support of safety and security intelligence system. Therefore, the research on safety and security situational awareness system based on safety and security intelligence is of great significance. Firstly, this paper makes a comparative analysis between safety and security situational awareness system and safety and security intelligence system. Secondly, this paper clarifies the connotation of safety and security situational awareness system based on safety and security intelligence. Moreover, this paper proposes and analyzes a framework for safety and security situational awareness system based on safety and security intelligence. Finally, it takes the prevention and control of epidemic as an example to analyze the application of safety and security situational awareness system based on epidemic intelligence. The research shows that the safety and security situational awareness system based on safety and security intelligence is an organic integration between safety and security situational awareness system and safety and security intelligence system; its framework is composed of one organization, one safety and security intelligence source, three institutions, two workflows and three networks.
