The Construction and Optimization of Non-governmental Community Library: A Case Study of Xiamen

Abstract: The Non-governmental Community Library is an integral part of the public cultural service
system, which is a supplement to the official library. It plays an important role in the construction of
community culture and community governance, and should be paid attention to and supported. For the
past few years, the construction of non-governmental community libraries in Xiamen has developed
rapidly and achieved remarkable results. This article summarizes the development foundation,
construction pattern and management mechanism of Xiamen non-governmental community libraries
in new era, after investigating and analyzing 10 representatives of them. This article also proposes
optimization solutions in order to provide reference sample that can be replicated and promoted.
