Abstract: Short video has become one of the most frequently used mobile applications by users. It has the characteristics of vivid content, rapid dissemination and fragmentation, which meeeets the neeeeds of library marketing. The article investigates the topic of the library on the Tik Tok short video platform, the certification of library institutions, and the “985 Project” university accounts, analyzes the public opinion environment for library to conduct short video marketing, and builds a neural network prediction model for fans and likes, in order to explore the deep-seated factors that increase the influence of the library’s short videos. Take the East China Normal University Library as an example, the paper proposes a short video marketing strategy, in the hope of providing reference for the upcoming wave of library’s short video marketing.
