Exploration on the Practice of the University Library to Provide Decision Support Services for the Introduction of Talents

Abstract: Early identification and post-introduction assessment of overseas returning talents have attracted much attention during the construction of the “Double World-Class” universities. So it is of great significance to quantify and measure the academic competitiveness of returning overseas talents. Principal Component Analysis (PCA) was used in this paper to construct an academic competitiveness evaluation model based on bibliometric indicators. An empirical and multi-dimensional evaluation aimed at academic competitiveness of 103 returning overseas talents in a university was conducted to verify the effectiveness of the evaluation method and explore its application in the early identification of highly competitive returning overseas talents. The “four-dimensional evaluation method” based on bibliometrics can effectively outline the overall picture of the academic competitiveness of returning overseas talents, which can provide important reference for talent introduction.
