Abstract: In recent years, the Chinese government has successively promulgated a series of policies and regulations to promote social forces to participate in public digital cultural services. As one of the important social forces, individuals participating in public digital cultural services have important practical significance. Questionnaires were conducted to understand participation behavior, satisfaction, willingness, need and value cognition, so as to reveal the status of citizens’ voluntary participation in public digital cultural services. The survey results showed that the breadth of citizens' voluntary participation in public digital cultural services was insufficient; the depth limited; the publicizing efforts and recruitment method are to be improved; there is a lack in supportive training mechanism, in review and evaluation measures; and the incentive system has not been enhanced.
