Abstract: Following the China Digital Library Project and the Digital Library Promotion Project, a new round of nationwide library digitalization projects was officially launched during the “14th Five-Year Plan” period. The intelligent library is a systematic project involving policies, regulations, technology, services, and talents. This article focuses on three core issues affecting the development of smart libraries: omni media, platformization, and new industry trends. The author first suggests that the intelligent library should not become a replica of the digital library, but should blaze a trail of innovation. We should change the management thinking dominated by information storage, and release information through smart management and smart technology, so that information can generate value-added benefits, and serve economic, social and cultural development. Second, the construction of smart libraries cannot be rushed. There must be a clear and definite strategic plan and effective action plan. Third, the construction of an intelligent library must not only be regarded as a professional project, but must become a propeller for the digital transformation of the library. The library must follow the trend, not only to adhere to the historical mission of inheriting civilization and to preserve the heritage of human civilization, but also to develop these rich academic and cultural resources, so that the library becomes indispensable, accessible, shareable, as well as becoming creative knowledge infrastructure to the development of human society.
