A Comparative Study on 2018 Edition and 2003 Edition of Regulation of Primary and Secondary School Library/Room

Abstract: This paper makes a comparative analysis on the 2018 edition and 2003 edition of Regulations of Primary and Secondary School Library/Room in terms of style, structure, terminology and content. Nine aspects highlighted in the new version are summarized: redefining the goals of development and main tasks of libraries, straightening out the management system, improving the quality of book allocation and collection, improving the level of document management, reinforcing the development of librarians, strengthening the information construction, emphasizing resource sharing, broadening the service content and emphasizing the implementation of reading activities. In accordance with the updates in the Regulations for Primary and Secondary School Libraries (2018), this paper puts forward sugg estions for the development of primary and secondary school libraries, which include the strategies for improving the professionalism of librarians, building regional digital library and promoting reading, in the hope of inspiring the transformation of primary and secondary school libraries.
