Abstract: Metadata is a core element in the construction of audio and video database. Although the Metadata Standard for Digital Audio and Audio-visual Records (DA/T 63-2017) provides classified metadata from the perspectives of archival entities, business entities, institutional personnel entities and authorized entities, this classification method can hardly guide the management of audio-visual records throughout the life cycle. Based on OAIS reference model, this paper constructs a hierarchical metadata
model of audio-visual database from the perspectives of the processing flow of audio-visual records and of the content requirements of metadata in each process. It forms metadata programs in each hierarchy in combination with DA/T 63-2017. This model is conducive to the standardized management, long-term preservation and effective utilization of audio-visual records.
