Abstract:

The Xiaohe library created by Cao Jihua, lies in Xiaohe Village, Yinan County. It is a major practice of public cultural service system construction, exploring a new road to cultural construction in rural areas. The government, society and the non-governmental library should make joint efforts to solve
difficulties which the Xiaohe library faces.
