Empirical Research on the Hot Issues in the Debate of Entire Public Libraries Outsourcing: A Case Study of Xintang Town Library inZengcheng City, Guangdong, China

Abstract:

The global debate of entire public library outsourcing focuses on its impact on public benefit, librarianship profession, staffs and the continuity of library service. On Sep. 2011, the Xintang Town Library (Zengcheng City, Guangdong, China), which has contracted out its management and service entirely to a book sales company and a book service company, opened to the public. The investigations of the manager, staffs and readers show that the library provides modernized servicewith relatively high quality. Except for the issue of the continuity of library service which is remained to be observed, itseffort for public benefit and professional service are appreciated by readers. Moreover, the staffs work in stable positions.Some scholars′ worries did not be proved in this case study.
