Mission,Mechanism,Talent,and Service:The Library Society of China’s Exploration and Practice in Promoting National

For over a century,modern libraries have upheld the mission of “finding books for people andfinding people for books,”leveraging their collections and professional expertise to play a crucial role ininheriting Chinese civilization,disseminating cultural knowledge,promoting reading,and improvingnational literacy. As a nationwide,academic,and non profit professional association in China‘s librarycommunity,the Library Society of China(LSC)has long been actively exploring and deeply practicingstrategies to advance national reading. This article reviews key efforts and reflections during the author stenure at the LSC Secretariat (2011 2020),focusing on how the LSC,based on its mission andresponsibilities,has promoted national reading through initiatives related to organizational mechanisms, talent cultivation,and service innovation,particularly aligned with the developments during the end ofChina’s 11th Five Year Plan.

To celebrate the 20th anniversary of the Reading Promotion Working Committee of the LibrarySociety
of China(RPWC, LSC), this article uses historical
research, text analysis, and online surveymethods to elaborate on the global development and
evolution of national reading as an important missionof public libraries since
their emergence in 1850. Looking back at the 20-year development history of theRPWC, the authors believe that in the
future, the RPWC should further focus
on strengthening thedevelopment of professional talent teams for national
reading promotion, carrying out family readingpromotion work, thus establishing a more
comprehensive national reading brand matrix.

technologies, newuser demands, and relevant policy guidance, digital reading will become more popular in the future, anddigital
reading services and promotion in libraries will have greater achievements, towards a moreubiquitous, intelligent, and integrated
direction.

As a professional organization
dedicated to serving the academic and professional librariancommunities in
Shanghai, Shanghai Society of Library Science(SSLS) has steadfastly upheld its
missionof “ advancing
librarianship and fostering scholarly research and exchange, thereby
promoting thedevelopment of library and information services in Shanghai. ” With national reading promotion
as one ofits core priorities, SSLS was the first library association in China to
establish a dedicated readingpromotion committee. This paper provides a
comprehensive review of the committee’s developmentaltrajectory and notable achievements in advancing national
reading initiatives. Through a systematicanalysis of SSLS‘s contributions to institutional framework building, theoretical
exploration, innovativepractices, and experience inspiration in the field of reading
promotion, this study seeks to offer valuableinsights and inspiration for library
professionals. The findings are intended to foster collaborative effortstowards
deepening national reading initiatives.

The Impact of Reading Promotion Policies on Individual Reading Behavior: Empirical Evidence from CFPS

As the reading promotion
policies have become a national strategy, their institutional designand
practical implementation have attracted widespread academic attention. However, empirical
study oftheir effects on individual reading behavior remains limited. Based on
panel data from the China FamilyPanel Studies(CFPS) between 2014 and 2020, this study selects the Public Cultural Service GuaranteeLaw of the People’s Republic of China and the Public Library Law of the
People‘s Republic of China asnational-level policy markers. Combining these with local policies, we aim to
evaluate the impact of thereading promotion policies on the reading behavior of
adult residents. The findings reveal that the readingpromotion policies have a
significantly positive effect on reading participation rate, yet its effect
on thenumber of books read remains statistically insignificant. Further
heterogeneity analysis indicates that thepolicy’s positive impact on reading participation is only
evident among women, rural residents, and thosewho have completed compulsory education. This study provides
micro-level empirical evidence forevaluating the effectiveness of the reading
promotion policy, and its findings offer valuable academicinsights for future policy
formulation and refinement.

The rapid advancement of
digital and intelligent technologies has made a profound impact onnational
reading initiatives. The paper adopts a technology affordance perspective and
examines howvarious emerging technologies support national reading. Furthermore, it reviews
existing literature andcase studies to investigate the application and impact
of these technologies across four age groups: children,adolescents, adults, and the
elderly. Based on the analysis, the paper highlights current challenges innational
reading development, including information overload, concerns about data ethics, and digitaldivide. In response, it suggests
future directions for personalized, equitable, and lifelong reading.

Guidelines for Construction
Services and Management of New Reading Spaces (T / SLA 0022025) is a group standard formulated by the Shanghai Library
Association, aiming to solve the problemsof random site selection and uneven service
quality through a scientific and standardized framework. Thestandard covers the
whole life cycle of site selection, service provision, operation and management, andsupervision
and assessment, with the core content including the layout of “15-minute community lifecircle”, multi-industry integration
services, integration of the main branch library system, collaborativeparticipation of
social forces, and professional management mechanism. Its innovative value lies inbreaking
the boundaries of traditional library services, promoting the sinking of
cultural resources, andenhancing the equality and quality of public cultural services through
the five features including directaccess to the grassroots, characteristic
leadership, active space, professional guarantee and socialsynergy. In order to ensure the effective
implementation of the standards, it is recommended that thepublicity and promotion of the
standards be strengthened, excellent space models be established, localizedimplementation
be combined with regional characteristics, and the resource allocation and
assessmentmechanism be optimized, so as to comprehensively promote the high-quality
development of the newreading space, and to provide a replicable “Shanghai model” for the deepening of reading
for all.

The Values of Picture Books in the Eyes of Adults: Theme Mining and Emotion Analysis Based on Short Reviews of Picture Books

Picture books are not exclusive
to children; they hold profound emotional and psychologicalvalue for adult readers. To
understand the unique value of picture books in the eyes of adults, this paperobtains
the data of short reviews of popular picture books on the platform of “Douban Book” and analyzesthe short reviews
via high-frequency word analysis, Latent Dirichlet Allocation(LDA) theme mining,and sentiment
analysis. The study identifies four core dimensions in adults‘ interpretation of picture bookvalue: pleasure of
reading, aesthetic appreciation, emotional healing and educational significance. Basedon
these insights, this paper puts forward three strategies for libraries to explore and
expand the value ofpicture book reading among adults, providing reference for libraries’ reading promotion practices.
