摘要：

《新型阅读空间建设服务和管理指南》( T / SLA 002—2025) 是上海市图书馆行业协会制定的团体标准,旨在通过标准化框架解决新型阅读空间选址随意、服务质量不均等问题。该标准涵盖选址建设、服务提供、运营管理和监督考核全生命周期,核心内容包括“15 分钟社区生活圈” 布局、多业态融合服务、总分馆体系整合、社会力量参与及专业化管理。其创新价值在于通过直达基层、特色引领、活跃空间、专业保障和社会协同五大特征,打破传统图书馆服务边界,推动文化资源下沉,提升公共文化服务的均等性与品质化。为确保标准落地,建议加强标准宣传、树立优秀空间典型、结合区域特色本地化实施、优化资源配置与考核机制,全面推进新型阅读空间高质量发展,为全民阅读深化提供可复制的“上海范式”。

Abstract:

Guidelines for Construction Services and Management of New Reading Spaces (T / SLA 0022025) is a group standard formulated by the Shanghai Library Association, aiming to solve the problemsof random site selection and uneven service quality through a scientific and standardized framework. Thestandard covers the whole life cycle of site selection, service provision, operation and management, andsupervision and assessment, with the core content including the layout of “15-minute community lifecircle”, multi-industry integration services, integration of the main branch library system, collaborativeparticipation of social forces, and professional management mechanism. Its innovative value lies inbreaking the boundaries of traditional library services, promoting the sinking of cultural resources, andenhancing the equality and quality of public cultural services through the five features including directaccess to the grassroots, characteristic leadership, active space, professional guarantee and socialsynergy. In order to ensure the effective implementation of the standards, it is recommended that thepublicity and promotion of the standards be strengthened, excellent space models be established, localizedimplementation be combined with regional characteristics, and the resource allocation and assessmentmechanism be optimized, so as to comprehensively promote the high-quality development of the newreading space, and to provide a replicable “Shanghai model” for the deepening of reading for all.
