摘要：

Library-Inside 作为AI 赋能下发展图书馆新质生产力的一种基础模型，可以看成是一种Inside-Out 机制，将“图书馆作为一种服务”嵌入到用户场景中来提供知识服务，而图书馆的Outside-In 机制，则将所在机构或区域的知识相关的需求、活动、资源和服务组织进图书馆这个载体，促使图书馆从单纯的知识系统向积极的开放的集成的能力生态系统发展。Inside-Out 和Outside-In 组合模型能充分利用AI 赋能和机构赋能，促进图书馆培育服务社会高质量发展的新质生产力。

Abstract:

Library-Inside is a foundational model for AI-empowered development of new, highqualityproductive forces for libraries. It operates as an Inside-Out mechanism, which embeds “Libraryas a Service” into the real-life scenarios of users, to provide knowledge-driven services. Meanwhile, theOutside-In mechanism organizes the knowledge-related needs, activities, resources, and services of itsparent institutions or localities into the library as a platform. This dual approach transforms the libraryfrom a relatively passive knowledge system into an active, open, and integrative ecosystem of capabilities.The combination of the Inside-Out and Outside-In models facilitates the cultivation of new, high-qualityproductive forces in library services, supporting the high-quality development of society through AIempowerment and institutional empowerment.
