摘要：

文章回顾了ISBD 的发展过程，归纳了ISBD2021 年更新版的更新要点，重点介绍了更新版的内容向非出版资源的扩展及导致的相关变化。随后，对非出版资源的纳入进行意义分析。最后，结合我国非出版资源编目的困境，探讨中国文献编目规则和书目格式更新的双重任务。

Abstract:

After reviewing the development of ISBD and summarizing the changes of ISBD 2021Update, this paper explains the extension of the content to unpublished resources and the related changes.It also analyzes the significance of the inclusion of unpublished resources. At last, based on the difficultyof cataloging Chinese unpublished resources, the paper discusses the duel tasks of updating ChineseCataloging Rules and CNMARC.
