Abstract: As the period of implementing the 14th Five-Year Plan arrives, it has become an important and urgent task for every major public library to scheme and formulate their 14th Five-Year strategic plan. This paper surveyed the five domestic public libraries’ practice of formulating the 13th Five-Year Plan, summarized the basic knowledge of strategic planning, and studied the formulating of Foshan Library’s 14th Five-Year strategic planning as an example to explore the processes, methods, style and key content of the 14th Five-Year strategic plan formulation. It concluded that the formulation of such plan should closely follow the theme of high quality development, focus on the background of the era, highlight the characteristics of each library and strengthen the implementation of the plan, in order to provide reference for the public libraries which try to formulate mid-term and long-term strategic plans for the first time.
