Abstract: The governance of public libraries is a part of the national governance system, and the key to the governance of public libraries lies in the construction of the system. The construction of public library governance system in China has made important achievements, but there are still some problems, such as insufficient coverage, fragmentation, lack of self-consistency, and weak implementation. Under the theoretical guidance of “promoting the modernization of national governance system and governance ability” put forward by the Third Plenary Session of the 18th CPC Central Committee, this paper probes into the objectives and characteristics of the construction of the governance system of grass-root public libraries in our country. This paper expounds the practice and thoughts of a grass-roots library in the concrete system design, such as stimulating librarians’ vitality, scientific and democratic decision-making, and interaction with society
