Abstract:

At present, there are four major problems in the legal regulations of our government purchases of library service: scope of purchases is not clearly defined; supervisory mechanisms needs improvement; performance evaluation is not standardized; and the cultivation of social organization has not received due attention. The main ways to perfect include establishing and improving the relevant legal system, defining the scope of government purchases of library services, improving process supervision system, establishing scientific performance evaluation system, and actively cultivating and developing social organizations.
