开放出版及其对图书馆资源建设的影响

摘要：

针对开放出版对学术图书馆信息资源建设的影响，提出学术图书馆的应对策略，保障图书馆的资源建设和知识服务能力。探讨了开放出版的业务模式以及其对图书馆信息资源建设的挑战与机遇，对国内外学术图书馆参与开放出版的实践活动进行了总结和分析。在开放共享的学术交流时代，学术图书馆必须顺应时代要求，提升对开放存取出版的认识，从人才、技术以及知识研究等方面做好储备，并重视和加强图书馆之间的合作，才能改变现有的信息资源建设模式，从被动应对到通过竞争采购开放出版服务而获得更多的权利和空间，为图书馆信息资源建设能力的扩展和延伸提供可能和途径。

Abstract:

Considering the effects of open access publishing on the information resource development of libraries, the paper makes proposals to guarantee the abilities of library to develop information resource and knowledge service. It discusses the models of open access publishing and the challenges, as well
opportunities, thus posed on the libraries. It also summarizes and analyzes the practices of academic libraries at home and abroad involved in open access publishing. It advocates that academic libraries should enhance the understanding of open access publishing, prepare themselves with corresponding faculty, technology, and relevant research, and strengthen the cooperation with other libraries, so as to change the information resource development model from passive to active, and expand the library’s development capability in the regard.
