Abstract:

The paper provides a comprehensive introduction to the beginning, construction, and development of OA
infrastructure in Germany. Adopting OAI-PMH as harvesting mechanism, OA network offers open and scalable basic infrastructure,
and technically guarantees a wide range of value-added services. It not only provides a personalized platform for
end users but also serves as aggregation node of transmission data for other service providers (such as DRIVER). In addition,
OA network constitutes an experimental platform for the implementation of value-added services software. Currently,
the cooperative plan of OA network is actively promoting the comprehensive and value-added services of distributive and
advanced institutional repository (IR).
