Exploring the Symbiotic Relationships and Bail-Out Paths Among Stakeholders in Archival Data Governance

Abstract: Archival data governance involves a range of stakeholders including party committees and governments archival departments record-producing units data management departments information technology enterprises and the general public. Clarifying the relationships among these stakeholders iscrucial for enhancing the efficiency of collaborative governance of archival data. Utilizing the symbiosis theory this paper examines the symbiotic relationships among stakeholders identifies the challenges theyface and explores pathways to foster symbiosis promoting the orderly operation and healthy developmentof all participants in archival data governance. By concentrating on the objectives of co-construction andshared governance the study emphasizes enhancing collaborative awareness strengthening capacitydevelopment promoting coordinated resource integration and reinforcing environmental control.Ultimately these measures aim to unleash the synergistic effects of stakeholder collaboration and movetowards a model of collaborative archival data governance.
