Analysis of China‘s Internet Health and Medical Information Service Policy from the Perspective of Policy Instruments

Abstract:

This paper analyzes the current status of China’s Internet health and medical informationservice policies with the goal of further improving the Internet health and medical service system. Fromthe perspective of policy instruments a three-dimensional framework of  policy development-policyinstruments-information service elements is constructed. Using content analysis 91 policy documentsrelated to  Internet +healthcare and medical services were reviewed. The findings indicate that thedevelopment of Internet-based healthcare and medical information services in China has undergone threestages predominantly relying on supply-oriented policy instruments but gradually shifting towardsenvironmental-oriented policy instruments. Furthermore there is a greater emphasis on informationservice modes within the information service elements. To ensure the sustainable development of Internetbasedhealthcare and medical information services it is imperative to focus on the utilization ofenvironmental-oriented policy instruments balance the diversity of information service elements andenhance the participation of library network portals.
