Response of Public Libraries to Public Opinions and Its Evaluation: Taking Hubei Migrant Worker’s Messages on Dongguan Library as Example

Abstract: A Hubei migrant worker leaving a message for the Dongguan Library and the unexpected consequence ignited public opinion hotspots. The author, as the editor of Dongguan Library’s social media, reflected on the incident from the following aspects: Weibo, public opinion, the response of a single library, and the behavior of library industry. The author used WH/T 84-2019 Information and Documentation Public Library Impact Evaluation Process and Method to evaluate the case, and concluded that 1. Weibo is the place of origin of public opinions; 2. Responses to public opinions should reflect library’s professional value; 3. Industry standards can be used to evaluate the practice and analyse public events as well as clearly demonstrating the influence of public libraries. In this case, the economic value was estimated to be about 62 million RMB.
