Abstract: This paper analyzes and sorts out the domestic and foreign literatures on disaster management methods in academic libraries. Several disaster management methods of academic libraries at home and abroad are reviewed. It discusses the strategic orientation of university library by using dynamic capability framework aiming at the current problems. The study is based on the re-organizational process of Qingdao University Library, illustrating how the library managed to be dynamically capable and enhance the capacity of emergency services, including sensing the environmental impacts, realigning and reconfiguring its resources, and implementing effective strategies as responses to these challenges.
