Abstract: People of all nationalities in the world record collective memories in the form of documents, thus constituting a variety of world memories. Based on the Meeting of International Advisory Committee on Memory of the World Programme, the paper explores the development process of this documentary heritage protection project of UNESCO. Based on the content of each meeting, this paper discusses the prospect of the initiative from four aspects: insisting on the UNESCO-oriented approach, combining the specific development strategies of countries, actively absorbing new technologies, and utilizing the new surge of “+” culture—so as to provide reference for China’s further participation.
