Abstract: The library is an important part of the public cultural service system and an important force
to promote the public reading and enhance information literacy for all. Since the founding of the People’s
Republic of China 70 years ago, libraries in Shanghai have experienced a difficult and tortuous development
process. The library professionals and workers in the city’s public, university, scientific research institute and
trade union libraries and other systems have achieved outstanding success. Reviewing this historical process
can support the in-depth reflection on the transformation and development of future urban libraries.
