Research on the Management Strategies Addressing Problems of Users’ Misbehaviors in Public Library: A Case Study of ShanghaiLibrary

Abstract: Readers’ misbehaviors have recently become a common concern and bottleneck for public
libraries, and especially their front-line service. After the Law of the People’s Republic of China on Public
Libraries was enacted, there is an urgent need for carrying out relevant investigation and establishing
appropriate implementation rules. Based on research and investigation, this paper introduces and analyses
the management strategies of major public libraries at home and abroad. The paper also makes some
recommendations on effective management in view of the author’s working experiences in Shanghai
Library.
