Abstract: With the development of society, people are paying increasing attention to early education of preschool children. The Hangzhou Children’s Library established a service project for children aged 0-6 years.This paper is based on the field investigation of Hangzhou Children’s Library and the communication with relevant principals, introduces how the Hangzhou Children’s Library gradually converted the idea of young children services into reality through bottom-up incremental innovation, how it made volunteers into their staff, and how organization enriched the service brand.
