Abstract: With the advancement of a modern public cultural service system, public libraries in China at all levels and of various types have made remarkable achievements and significant progress. As the sector enters a new phase of high-quality development, public libraries are embracing new concepts and a strengthened commitment to service excellence, shifting towards quality-driven library services. In the new environment, libraries are facing new opportunities and challenges. The formulation of the 15th Five-Year Plan aims to guide the high-quality development of public libraries, focusing on four strategic shifts: a results-oriented shift, a grassroots-oriented shift, a shared development shift, and an intelligence-oriented shift.
